Description
Amend commit with locally modified files that are also in the amended changeset results in the modification being part of the change even if the files are not selected to be committed.

To repro:

  1. Modify a file
  2. Commit the change
  3. Modify the file again
  4. Open the commit dialog, select amend, unselect the file
  5. Press commit
Notice the modification becomes part of the commit. This doesn't happen if the file you modify isn't in the original changeset.
